Jack Manning began working in Pittsburgh region in 1998 and relocated to the Chippewa Township / Beaver Falls area with his wife, Diane, in 2000. His son Jeff, daughter-in-law Kelly Harsh, and granddaughter Charlotte reside in Patterson Heights; and his son Justin, daughter-in-law Emmy Hayashi and grandson Jack Makenyu, have recently relocated to the region from Hawaii and Japan.

Commissioner Manning was sworn into office and started his first term in January of 2020 and was re-elected to a second four-year term starting in January 2024. Prior to holding office as a Beaver County Commissioner, Jack was owner and principal of Pinebrook Cottage Consulting (PCC), which he started after an over 35-year career in the Petro-chemical industry with responsibilities as global manager of quality performance, North American director of people services, and director of manufacturing and site leader for facilities in Virginia, Ohio and Pennsylvania.

His PCC consulting clients included serving as president and executive director of the Beaver County Chamber of Commerce; as a founding member and executive director of the Beaver County Partnership for Community and Economic Growth; and with Town Center Associates as a consultant for coordination of municipal services for downtown revitalization efforts to multiple communities with traditional downtown business districts in Allegheny, Beaver, and Lawrence Counties.

He and his wife have donated their time and resources to many non-profit and charitable organizations over the years, including serving on the boards of the United Way, Junior Achievement, Friends of Old Economy Village, Gateway Rehabilitation Center, Ohio River Trail Council, the Beaver-Lawrence Farm Bureau, the Penn State Beaver Advisory Board, and Beaver County Humane Society. He remains an active participant in the Inclusion, Diversity and Awareness Council (IDAC) of Beaver County, and  Beaver County Community & Law Enforcement Coalition (BCCLEC).

Jack is a former two term trustee of the Community College of Beaver County (2003-2010), serving as the vice-chair from 2008-2010, and also serving as chairman of the CCBC Foundation Board from 2010-2011.  He was also a founding member of the Beaver County Quality Education Council (QEC) with a mission of removing barriers to creating equitable educational and career path opportunities for all students and residents in Beaver County.

Commissioner Manning’s official duties also include serving as a member of several boards in various capacities, including Chair of the Prison Board; the Beaver County Corporation for Economic Development Board; the Southwest Planning Commission; the Southwest Corner Workforce Development Board, the Beaver County Conservation District Board, the Board of Elections, the County Employee Retirement Fund Pension Board, the Board of Assessment Appeals, and is a member of the County Commissioner’s Association of Pennsylvania (CCAP) Economic Development Committee.
